Jumping or Flight limiting Shooting attempts?

Another situation form our last Starship Troopers game:

Does Jumping or Flying limit the number of shooting attempts a figure can make in a combat round?

With the justification that the prep and recovery time and effort involved with either a Jump or Flight, I only allowed our troopers to fire once after such a move.

Would it be better to apply a modifier (-2 for a Jump or -4 for a Flight) to any such attempts?

Better to have a modifier. I'd say -2 for Flight or Jumping horizontally, -4 for Jumping down / falling.

Shaintar treats Flying as "Unstable Platform" and then repurposes the Steady Hands Edge for flying archers to use.
